I have a similar issue and have been trying to use adsense for several years but always come up against the same walls. Can you please help.

Adsense believes that I have an adsense account associated with my Google account but I can not access it and it always says "An AdSense account does not exist for this login, as it is associated with an unapproved application." I can not cancel it, and therefore cannot create a new associated adsense account, as I do not know the publisher ID and I lost the email that adsense sent me years ago.

This inaccessible adsense account is linked to my YouTube channel and Blogger and I am unable to unlink these thus I am unable to advertise on any of my sites. I have managed to create a second adsense account using a new google account.

All I wish to do is close the first adsense account and transfer the adsense account associated with my new google account to my old google account.
